The 11346NAT Diploma of Operational Safety is a nationally accredited AQF Level 5 qualification developed and owned by Asset Training Australia, accredited in May 2025 for a five-year period. It comprises 12 units of competency — 6 core units and 6 elective units — with a total volume of learning between 1,380 and 1,470 hours. Three specialisation streams are available: General, Use of Force Instructor, and Critical Threat Management.
The qualification recognises advanced operational competencies including use-of-force decision-making, critical incident command, defensive tactics instruction, threat assessment and management, operational risk control, and safety leadership. It's specifically designed for current and former personnel from defence, police, corrections, security, and emergency services who have demonstrated these capabilities through service rather than classroom study.
Delivery at 3CIR is exclusively through Recognition of Prior Learning (RPL) combined with blended workplace workshops — there is no online study pathway. Training and assessment are delivered under a third-party arrangement with Asset College RTO 31718. The qualification provides a credential pathway into senior security, operational training, and threat management roles in both private and public sectors.
As a recently accredited qualification, 11346NAT addresses a long-standing gap in Australian vocational education — there was previously no AQF Level 5 credential that specifically validated operational safety competencies for personnel from defence, police, corrections, and security backgrounds. With Australia's Security Of Critical Infrastructure (SOCI) Act expanding obligations across utilities, transport, defence industry, telecommunications, and financial services, demand for credentialled operational safety expertise has accelerated through 2025 and 2026. Holding the diploma signals to employers and clients that you have both the lived experience and the formal recognition to lead in regulated environments.

The foundation stream covering operational safety leadership, risk management, and incident command. Suits supervisors, team leaders, and officers from any operational service background.
Specialised stream for instructors and trainers in defensive tactics, OC spray, baton, control and restraint, firearms instruction, and use-of-force decision-making frameworks.
Advanced stream covering threat assessment, counter-terrorism, CPTED principles, critical infrastructure protection, and emergency response coordination at strategic level.
Each stream draws from a shared core of 6 mandatory units plus 6 stream-specific electives. Core units cover operational safety leadership, risk identification and management, legal and ethical frameworks, communication in high-stakes environments, professional development, and contributing to operational safety culture.
Stream electives differ — Use of Force Instructor electives focus on instructional design, defensive tactics methodology, and use-of-force decision frameworks; Critical Threat Management electives cover threat assessment models, counter-terrorism principles, CPTED, and critical infrastructure protection; the General stream's electives are flexible and built around your operational background.
