RPL stands for Recognition of Prior Learning — a formal assessment process that evaluates your existing skills, knowledge, and experience against the requirements of a nationally recognised qualification. Instead of studying from scratch, an assessor reviews your evidence to determine what you already know and can do. At 3CIR, we specialise in RPL for two groups: Australian Defence Force (ADF) members (Army, Navy, Air Force — current and former) and emergency services personnel (Police, Fire & Rescue, Ambulance, SES). If you have real-world service experience, RPL is likely for you. Both serving members and those who have transitioned are eligible. The key is having demonstrable skills and experience that map to qualification requirements.

RPL recognises what you already know. Traditional study teaches you from scratch. RPL takes weeks (not months or years), costs significantly less than TAFE or university, and requires no classroom attendance. For example, a Diploma through TAFE might take 12–18 months and cost $4,000–$16,000. Through RPL with 3CIR, the same Diploma is $1,125 and completed in 2–6 weeks. The qualification is identical — both appear on your USI transcript and are equally recognised by employers.

The AQF is the national policy for regulated qualifications in Australian education and training. It defines 10 levels from Certificate I to Doctoral Degree. 3CIR offers qualifications from Certificate II (AQF Level 2) through to Graduate Diploma (AQF Level 8). Each level represents increasing complexity and depth of knowledge. AQF qualifications are recognised by employers nationwide, making them fully portable between states, industries, and roles.

A Unique Student Identifier (USI) is a reference number that creates an online record of all your nationally recognised training. You need a USI to receive your qualification or statement of attainment. If you don’t already have one, you can create one for free at usi.gov.au. 3CIR will help you with this during the enrolment process — it only takes a few minutes.

Yes — they’re identical. RPL qualifications are issued by a Registered Training Organisation (Asset College RTO #31718), regulated by ASQA, and appear on your USI transcript with exactly the same code, title, and status as any TAFE-issued qualification. There is no distinction between a qualification earned through RPL and one earned through traditional study. Employers, government agencies, and other institutions recognise them equally.

Yes, many universities accept Diploma and Advanced Diploma qualifications as pathway entry into bachelor’s degrees, often with credit for the first year. For example, a Diploma of Leadership and Management could provide entry and advanced standing into a Bachelor of Business. Each university has its own credit transfer policies, so we recommend contacting your target university directly. Military RPL converts your Australian Defence Force (ADF) service experience into nationally recognised civilian qualifications. Our ADF veteran assessors evaluate your service records, training, and competencies against qualification requirements. Eligibility depends on your rank and experience: PTE/AB/LAC and above are typically eligible for Certificate III and IV qualifications. LCPL/CPL/LS and above may also access Diploma-level qualifications. SGT and above (up to MAJ/CMDR/WGCDR) may be eligible for Advanced Diploma qualifications. Useful evidence includes: ADO Service Record, PMKeys Printouts, Course Reports/ROAs, PARs/SPARs/PPRs, Position Descriptions, Corps MAE, an up-to-date resume, and any existing formal qualifications. Both. Many ADF members use RPL to strengthen promotion applications within Defence — formal qualifications demonstrate competencies at higher levels. Others use RPL to build a civilian resume for transition. Qualifications in Leadership & Management, Project Management, WHS, and Security are particularly valued for both pathways. All Australian emergency services are eligible, including: Police (all state and territory forces, AFP), Fire & Rescue (career and retained firefighters), Ambulance and Paramedic services (all states), and State Emergency Service (SES) including volunteers. Whether you’re a frontline operator, supervisor, or manager — and whether you’re currently serving or have left the service — you’re eligible for RPL with the 25% emergency services discount.

Useful evidence includes: Service record (with higher duties noted), performance appraisals, position descriptions or capability profiles, training certificates, employment contracts, professional references, an up-to-date resume, and any existing qualifications. Yes. SES volunteers and other emergency services volunteers are eligible for RPL. Volunteer service still develops real-world competencies in leadership, WHS, project management, and operational planning. Your training records, deployment history, and operational experience all count as evidence. You also receive the full 25% emergency services discount — there’s no distinction between paid and volunteer personnel for eligibility purposes.

Police officers commonly qualify for: Diploma of Government Investigations, Certificate IV in Government Security, Diploma of Security Risk Management, Diploma of Leadership and Management, Certificate IV in WHS, and various Business qualifications. Senior officers (Sergeant and above) may also access Advanced Diploma-level qualifications. Your investigative, supervisory, and operational policing experience maps directly to many qualification competencies.

Fire & Rescue personnel commonly qualify for: Certificate IV in WHS, Diploma of WHS, Certificate IV in Security Risk Analysis, Diploma of Leadership and Management. Paramedics commonly qualify for Diploma of Leadership and Management, Certificate IV in Project Management, Certificate IV in WHS. Higher-level qualifications generally require more service experience and evidence of working at that competency level.

Absolutely. Many of our clients achieve 2–4 qualifications. Because your service experience is broad, it often maps to multiple qualification areas. For example, a Sergeant might qualify for a Diploma of Leadership & Management and a Certificate IV in WHS and a Certificate IV in Project Management. The 25% discount applies to every qualification, and undertaking multiple quals simultaneously can be more efficient as evidence often overlaps.

The most popular qualifications for ADF members are: BSB50420 Diploma of Leadership and Management, BSB40520 Certificate IV in Leadership and Management, BSB51319 Diploma of Work Health and Safety, PSP40316 Certificate IV in Government Security, and CPP50619 Diploma of Security Risk Management. Leadership and Management qualifications are by far the most common, as virtually all ADF service develops leadership competencies.

The most popular for emergency services personnel are: BSB50420 Diploma of Leadership and Management, BSB41419 Certificate IV in Work Health and Safety, BSB51319 Diploma of WHS, PSP40416 Certificate IV in Government Investigations (popular with police), and BSB40920 Certificate IV in Project Management Practice. Many first responders also pursue business qualifications for career transition purposes.

Yes. If you have a current DVA rehabilitation plan with a vocational component, DVA can fund nationally recognised qualifications through 3CIR. DVA’s rehabilitation policy specifically recognises RPL as a funded pathway. Your rehabilitation provider submits the funding request to DVA, and DVA pays 3CIR directly — typically at no cost to you. Many employers — including Defence industry, government departments, and private sector companies — fund RPL qualifications for their staff. 3CIR can issue invoices directly to your employer or organisation. That’s completely normal — most people don’t have everything on day one. Our assessors are experts at working with whatever you have. They’ll identify what’s missing and help you obtain it. Common solutions include: requesting documents from Defence or your employer, writing supplementary statements, using third-party references, or completing a small amount of targeted gap training online. The goal is to get you qualified as efficiently as possible.

In most cases, no further study is required. RPL assesses and certifies what you already know from your service career. If minor gaps are identified (typically 1–2 units), we offer targeted online training through our flexible learning portal — 100% online, at your own pace. The vast majority of 3CIR clients qualify through full RPL with no additional study. Where gap training is needed, it’s typically a few hours — not weeks or months.

Once your RPL assessment is complete and all competencies are confirmed, your qualification is issued digitally through Asset College RTO #31718. You’ll receive your testamur (certificate) and a record of results electronically. The qualification also automatically appears on your USI transcript, which you can access anytime at usi.gov.au. If you’d like a physical copy posted, that can be arranged.

There are several ways to verify: 1) USI transcript — log in at usi.gov.au to view all your nationally recognised qualifications. 2) 3CIR verification — use our Verify Certificate page. 3) training.gov.au — confirms Asset College’s RTO registration and scope. 4) Your employer can also verify directly with Asset College using your student ID. Your qualification is fully legitimate and verifiable through multiple channels.

The DFTP (formerly CTAS) is run by the Department of Defence — not DVA — and provides career transition support to all ADF members, including Reservists. It includes career transition training, job search workshops, and financial support for upskilling. Programs are accessible for up to 24 months after separation. Your ADF Transition Coach manages access. The DFTP is separate from DVA rehabilitation — you don’t need an injury or accepted condition to access it.

The VVRS is a free, voluntary rehabilitation program under the Veterans’ Entitlements Act (VEA) that helps eligible veterans find or retain employment. You may be eligible if you have operational, peacekeeping, or hazardous service and need employment support. The VVRS can fund RPL and skills upgrading through RTOs. From 1 July 2026, the VEA and DRCA close to new claims. All new claims will be determined under an improved MRCA — simplifying three Acts into one. Existing payments are grand-parented and continue uninterrupted. DVA rehabilitation, including vocational rehabilitation and education funding, continues under the new framework.
